How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Southshire Subdivision, c/o ELOS Environmental LLC, Attn: Brian Fortson, 43117 East Pleasant Ridge Road, Hammond, Louisiana 70403.

LOCATION OF WORK:  In Livingston, Louisiana, approximately 0.85 mile south of Interstate 12 and approximately 1.7 miles west of Colyell Creek (30.4666, -90.79843), in Livingston Parish, within the Amite River hydrologic unit (HUC 08070202), as shown on the attached drawings. 

CHARACTER OF WORK:  The permittee has requested a time extension and project modification for an existing Department of the Army permit to clear, grade, excavate, deposit fill and aggregate material to finalize the construction of the Southshire residential subdivision.  Approximately 20% of the 57.5 acre site has been utilized for construction to date.  Most of the subdivision roads, detention ponds, and infrastructure are complete but very few homes have been constructed.  The permittee has identified that storm water detention capacity is deficient and the southernmost detention pond needs to be expanded into wetlands.  Approximately 1.3 acres of jurisdictional forested wetlands will be excavated and permanently impacted for expansion of the existing storm water detention pond.  The wetlands proposed to be impacted were avoided as part of the original authorization.   

          A preliminary analysis has determined that the proposed project would directly impact approximately 1.3 acres of forested wetlands.

     The applicant claims that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit the ability to deliver adequate drainage capacity for the development deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
