How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Hise Oil Company, LLC, c/o Tim Morton & Associates, Attn: Jarrod Grandon, 730 E. Kaliste Saloom Rd., Lafayette, Louisiana 70508.

LOCATION OF WORK:  In Central, Louisiana, approximately 0.10 mile south of Magnolia Bridge Road in a wooded area adjacent to the Dixie Electric Membership Corporation (30.53969, -91.00639) in East Baton Rouge Parish, within Lake Pontchartrain Basin hydrologic unit (HUC 08070202), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, place fill and chip vegetation on a 2.27-acre site to create access and install and maintain a drill pad with a closed loop system to drill the Catamount Prospect well for oil and/or gas exploration.  Approximately 672 cubic yards of native material will be excavated and re-deposited to create the containment berm and 3,429 cubic yards of chipped material will be spread on site.  The entire site is considered jurisdictional wetlands with approximately 2.13 acres being forested and 0.14 acre being herbaceous.  A Geologic Review meeting was held to review alternative locations to directionally drill from with less damage to aquatic resources, including wetlands but it was determined that the proposed location is the most feasible and less damaging practicable alternative.   

          A preliminary analysis has determined that the proposed project would directly impact approximately 2.27 acres of forested and herbaceous wetlands.

     The applicant claims that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit the ability to reach the subsurface oil and gas deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
