How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  American Homeland, LLC., c/o D&S Environmental Services, Inc., P.O. Box 510, French Settlement, Louisiana 70733.

LOCATION OF WORK:  In Zachary, Louisiana (Latitude: 30.634205, Longitude: -91.184788), in East Baton Rouge Parish, within the Bayou Sara-Thompson basin in hydrological unit (HUC 08070201), as shown on the attached drawings.

CHARACTER OF WORK: The applicant has requested a permit from the Department of the Army for the authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain Lake Haven residential subdivision, a 165 lot single family development with utilities and detention pond/drainage infrastructure.  Approximately 3,255 cubic yards of fill will be placed on site to achieve required grade elevations. The proposed project is situated on a 45.87 acre tract that has been determined to be comprised of 44.22 acres of uplands, 1.32 acres of forested wetlands and 0.33 acres of other waters of the U.S.  The proposed project will impact 1.32 acres of wetlands and 0.33 acres of other waters of the U.S.

     The applicant has stated that the project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  As compensation for the unavoidable wetland impacts, the applicant proposes to mitigate through the purchase of in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
