How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Livingston Parish Public Schools, C/O David Templet of D&S Environmental Services, Inc, PO Box 510, French Settlement, LA 70733.        

LOCATION OF WORK:  Section 38, T7S-R3E, at 26535 La Highway 16 in Denham Springs, Louisiana, in Livingston Parish, within the Pontchartrain Basin in hydrologic unit (HUC 08070202), as shown on the attached drawings (Latitude 30.452122 N, Longitude -90.946767 W).  

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to demolish the existing school facility, clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain a new school facility (Southside Elementary and Junior High School) to include parking lots, utilities and drainage infrastructure.  Approximately 20,261.09 cubic yards of earthen material would be excavated, of which 10,136.67 cubic yards will be used on-site, deposited to achieve required grade elevation requirements. Additionally, approx. 495.63 cubic yards of soil cement base, 1,035.12 cubic yards of concrete, and 6.49 cubic yards of rip-rap will be deposited onsite to construct the facility. The proposed project is situated on an approximately 27.14-acre tract and would impact approximately 1.53 acres of jurisdictional wetlands and 0.26 acre of jurisdictional waters of the US. 

     The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable by disposing of all demolished material, excess excavated earthen material, and cleared vegetative material at approved off-site disposal facilities; by proposing to utilize best management practices during and after the construction phase of the project; and by ensuring that the project will receive approval from all appropriate drainage and sewage agencies.  Any further reduction would limit usage of the property and, therefore function deeming the project impracticable.   As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
