How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Wicker Place LLC, c/o Hydrik Wetlands Consultants, Attn: Mike Henry, 2323 Hwy 190 East Suite 2, Hammond, Louisiana  70401.

LOCATION OF WORK:  Approximately 0.75 miles east of the Comite River between W.J Wicker Road and Millwood Creek Road just east of U.S. Hwy 67 (30.66525, -91.10944) in Zachary, Louisiana, in East Baton Rouge Parish, within Lake Pontchartrain Basin hydrologic unit (HUC 08070202), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and place fill on a 45-acre site for the construction of a 169-lot residential development (Wicker Place) to include drainage, utility infrastructure, three storm water detention ponds, roadways, and green space.  Approximately 37,132 cubic yards of native material will excavated for the detention ponds and re-deposited on site to be used in the construction.  Approximately 6.8 acres of forested jurisdictional wetlands will be cleared and filled and approximately 0.6 acre of other waters if the U.S will be will modified, realigned, and relocated to maintain pre-construction drainage capability.  It is anticipated that the proposed action would have little or no impact on remaining adjacent wetlands.

          A Preliminary analysis has determined that the proposed project would directly impact approximately 6.8 acres of forested wetlands and approximately 0.6 acre of other waters if the U.S.

     The applicant claims that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
