How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Ascension Parish Government, c/o Flynn Daigle of ELOS Environmental, LLC, 43177 E. Pleasant Ridge Road, Hammond, LA 70403

LOCATION OF WORK:  On Louisiana Highway 929 at the intersections of Louisiana Highway 930 and Braud Road in Prairieville, Louisiana, in Ascension Parish, within the Pontchartrain Basin in hydrologic units (HUC 08070202 and HUC 08070204), as shown on the attached drawings (Latitude 30.298579 N, Longitude -90.955556 W and Latitude 30.298784 N, Longitude -90.938663 W).    

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain two traffic roundabouts to include relocation of ditches and installation of culverts.  A total of approximately 7,970 cubic yards of gravel, concrete, clay asphalt, and riprap material would be hauled in and deposited to achieve required grade elevation requirements. A Preliminary analysis has determined that the proposed project would directly impact approx. 0.66 acres of wetlands and approx. 0.42 acres of waters.              

It is presumed that the applicant has minimized the project footprint to the maximum extent practical to reduce impacts to wetlands by reconfiguring existing roadways instead of constructing new roadways in areas not previously impacted. The applicant is proposing to utilize all appropriate best management practices to avoid any unnecessary impacts to the avoided wetland areas. As compensation for unavoidable wetland impacts, the applicant proposes to purchase the required mitigation credits from an approved mitigation bank to offset unavoidable wetland impacts.
