Published April 1, 2019
Expiration date: 4/22/2019

NAME OF APPLICANT:  Texas Eastern Transmission, LP, co: Geosyntec Consultants, Inc., 5420 Corporate Boulevard, Suite 202, Baton Rouge, LA 70808.

LOCATION:  Project located at approximately Latitude 29.8162083, Longitude -93.040603, located near Lake Charles, within Cameron Parish, Louisiana.  The Project is located within the Cameron-Creole Watershed.

DESCRIPTION:  The applicant proposes to remove aboveground equipment at four workspaces associated with abandonment in-place of approximately 5.2 miles of 30-inch diameter onshore pipeline, extending south of the Grand Chenier Compressor Station to the Oak Grove shore area north of West Cameron Block 33, abandon by removal of approximately 700 feet of 30-inch diameter pipeline south from the beach to offshore Louisiana state waters, and abandon in place, approximately 57 miles of 30-inch diameter Line 41 pipeline in Louisiana state waters and offshore federal waters in the Gulf of Mexico. The applicant would excavate on the beach south of the existing dune area and 700 feet south of the shoreline to expose both ends of the pipeline segment being removed, then cut and cap each end. The nearshore disturbed area will be approximately 20 feet wide where existing concrete mats and pilings will be removed, and approximately 5 feet wide along the remainder of the pipeline. A barge and crane will be used to lift the shallow and partially exposed pipeline from the seafloor with minimal trenching required to cut and cap the pipeline approximately 700 feet south of the shoreline. The removed section of pipe will be cut into manageable sections and loaded onto the barge for transport and disposal. In addition to these disturbances, an approximately 150 feet by 700 feet area will be dredged in nearshore waters to a depth of 6 feet to allow access for the cargo barge and crane barge to the shore.
