How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Loop, LLC., 137 Northpark Blvd, Covington, LA 70433.

LOCATION OF WORK:  In Section 7, T19S-R22E and Section 31, T18S-R22E, within the existing LOOP facility near Galliano, Louisiana, in Lafourche Parish, within the Terrebonne Basin in hydrologic unit (HUC 08090301), as shown on the attached drawings (Latitude 29.457381 N, Longitude -90.269706 W).    

CHARACTER OF WORK:  The work described herein is an expansion of a facility which was previously authorized on November 10, 2010, modified on April 20, 2016.  The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain a storage tank facility to include four (4) crude oil storage tanks, a valve manifold station, electrical switchgear equipment, a containment levee and access road, two (2) electrical substations with overhead distribution lines, and other associated appurtenances.  Approximately 38,015 cubic yards of earthen fill will be hauled in and deposited to construct a containment berm and achieve required grade elevation requirements.  Additionally, approx. 850 cubic yards of crushed limestone and 82,700 cubic yards of cement will be deposited for the construction of the project.  The proposed project is situated on an approximately 40-acre tract and would permanently impact approximately 7.7 acres of emergent wetlands, 2.31 acres of forested wetlands, and approximately 1.5 acres of waters of the U.S. Additionally, approx. 0.82 acre of forested wetlands will be converted to emergent wetlands.        

The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable by avoiding excavation for the project, conducting all work associated with the installation of the distribution lines from the existing roadway, and by utilizing best management practices during and after the construction phase of the project.  Any further reduction would limit usage of the property and therefore function, deeming the project impracticable.  Compensatory mitigation has been previously assessed and collected at this project site for the direct impacts to wetlands caused through implementation of the hurricane protection levee and the associated secondary development of wetlands within the system. No additional compensatory mitigation will be required.
