How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Southland Environmental L.L.C., on behalf of Calcasieu Parish Police Jury, ATTN:  Mr. Jared King, 510 Clarence Street, Lake Charles, Louisiana.

LOCATION OF WORK:  Located on East Prien Lake Road in Sections 10 and 11, Township 10 South, Range 8 West, in Lake Charles, Calcasieu Parish, Louisiana, as shown on the enclosed drawings.

CHARACTER OF WORK:  Calcasieu Parish Police Jury was issued a permit to clear, grub and grade approximately 7.8 acres to construct new facilities for the existing Calcasieu Parish Juvenile Justices Services Center on December 7, 2017.  Existing structures and facilities will be demolished during this development.  The development consists of several new structures and facilities, an outdoor area, and two storm water retention ponds.  A total wetland impact of 0.41 acre was authorized under the original permit.  To mitigate unavoidable wetland impacts, the applicant originally contracted with Delta Land Services, L.L.C. for acquiring 0.6 acre of coastal prairie mitigation at the Moss Lake Mitigation Bank.

A modification to the permit received on December 7, 2017, is being proposed for the redesign of the retention ponds and the entrance road design on the east side of the facility.  Additionally, Calcasieu Parish Police Jury proposes to clear, grub, and grade forested areas on the tract to better maintain security at the facility.   The proposed activities will permanently impact an additional 1.7 acres of wetlands in the project area.  The applicant has proposed to contract with an approved mitigation bank in the project service area for the appropriate mitigation credits prior to permit issuance.
