How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  FG LA, LLC, c/o Zephyr Environmental Corporation, Attn: Lance Gillaspie, 2600 Via Fortuna Ste 450, Austin, Texas 78746.

 LOCATION OF WORK:  On the Mississippi River, RDB, mile 165.5, approximately 5.5 miles southeast of Donaldsonville, Louisiana, crossing LA Hwy 3127 and the St. James Canal, (30.046, -90.9176) in Welcome, Louisiana, within the Vermillion-Teche Basin, in hydrologic unit (HUC 08090301), as shown on the attached drawings. 

 CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and place fill and aggregate material to construct and maintain a Greenfield Petrochemical Complex and Marine Facility which will include the construction of a dock, water intake structure, heavy haul Mississippi River levee crossing/road, barge dock, and ship dock.  Additionally, the complex will include a rail complex that will connect with the existing railroad crossing the site, power generation facilities, pipelines for import and export of materials, waste water treatment plant and several storm water detention ponds.  Prior to entering the facility, all pipelines associated with this plant are being processed by other entities who will be constructing and permitting the lines independently.  The proposed project is situated in an approximately 2,319-acre site that has been determined to contain jurisdictional forested and herbaceous wetlands and of other waters of the U.S.  

      A Preliminary analysis has determined that the proposed project would directly impact approximately 79.2 acres of jurisdictional forested and herbaceous wetlands and 58.3 acres of other waters of the U.S.  It is anticipated that the proposed project would have no impact on adjacent wetlands.

      The applicant stated that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
