How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Haynes Interest, LLC., c/o G.E.C, Inc. ATTN: Barry McCoy, 8282 Goodwood Boulevard, Baton Rouge, Louisiana 70806.

LOCATION OF WORK:  In wetlands, Ward’s Creek and Ward’s Creek Diversion Canal located at latitude: 30.350714, Longitude: -91.031086 in Baton Rouge, Louisiana, East Baton Rouge Parish within the Amite River Basin in hydrologic unit (HUC 08070202), as shown in the attached drawings.

CHARACTER OF WORK: The work described herein was previously authorized for Haynes Interest, LLC. on September 7, 2010, extended on September 3, 2015.  The applicant has procured the property and begun construction. The applicant is requesting the Department of the Army authorization to complete the project to clear, grade and fill an area to expand an existing amusement park and water park.  The proposed project consists of the excavation and deposition of fill to construct parking areas, and a campground to expand the existing theme parks.  Approximately 2.81 acres of jurisdictional wetlands and 2.85 acres of jurisdictional waters would be impacted by the proposed project.  Approximately 35,963 cubic yards of earthen fill material will be excavated for construction of the proposed project.

The applicant proposes to avoid additional direct impacts and minimize secondary impacts by remaining in the previously authorized footprint of the worksite and no additional impacts to wetlands or waters of the U.S. are anticipated for this project. As compensation for any unavoidable wetland impacts, the applicant has purchased in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
