How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Fieldstone Development, c/o Mike Henry with Hydrik, 2323 Hwy 190 East, Ste. 2, Hammond, LA 70401.   

LOCATION OF WORK:  On and east of Staring Lane, Section 67, T8S-R1E, in Baton Rouge, Louisiana within East Baton Rouge Parish, within the Pontchartrain Basin in hydrologic unit (HUC 08070201), as shown on the attached drawings (Latitude 30.379911 N, Longitude -91.114206 W).     

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain a residential housing development (Fieldstone Park Subdivision) to include 80 residential lots with appurtenant driveways, roads, green spaces and drainage infrastructure.  Approximately 23,227 cubic yards of fill material would be excavated and deposited in situ to achieve required grade elevation requirements.  The proposed project is situated on an approximately 15.3-acre tract and would impact approximately 0.86 acres of forested wetlands.         

It is presumed that the applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property and, therefore function deeming the project impracticable.  The applicant is proposing to utilize best management practices during and after the construction phase of the project and that the project will receive approval from all appropriate drainage and sewage agencies. As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
