NEW ORLEANS – The U.S. Army Corps of Engineers, New Orleans District Commander, Col. Edward Fleming, today signed the Decision Record for strengthening 7 miles of floodwall along the 17th Street, Orleans Avenue and London Avenue outfall canals to address seepage and stability issues. All remediation work will be conducted within the existing right of way.
“Individual Environmental Report (IER) 27, Outfall Canal Remediation on the 17th Street, Orleans Avenue and London Avenue Canals,” includes methods such as deep soil mixing, driving sheetpile and increasing the earthen embankment.
Along the 17th Street Canal, the contractor will use deep soil mixing to strengthen the canal levees and add embankment at the crown of the levee to reduce floodwall stick-up. Along the Orleans Avenue Canal, the contractor will use deep soil mixing and stability berms to strengthen the canal levees and add embankment at the crown of the levee to reduce floodwall stick-up. Along the London Avenue Canal, the contractor will drive sheetpile to prevent seepage, as well as add embankment at the crown of the levee to reduce floodwall stick-up.
Engineering analyses to determine which reaches along each canal require remediation have not been finalized; therefore, work along the entire length of the canals was assumed for the purpose of human and environmental impacts analysis. Construction will begin by then end of this year and be complete by June 2011.
Alternative arrangements allow the Corps to expedite the environmental process required of all federally-funded projects while fully complying with the intent of the National Environmental Policy Act. IER documents are available on www.nolaenvironmental.gov.
