The U.S. Army Corps of Engineers announced an Industry Day for the Morganza to the Gulf Project happening October 3, 2023, at the New Orleans District headquarters.
All interested parties, including prospective prime contractors, subcontractors, and suppliers, are invited to attend and must pre-register by 3 p.m. on September 22 using the link below.

The U.S. Army Corps of Engineers, New Orleans District, anticipates designing and constructing two new 225 ft floodgates on the Gulf Intracoastal Waterway (GIWW) in Houma (GIWW West Floodgate) and Larose, LA (GIWW East Floodgate) as part of the Morganza to the Gulf, Risk Reduction System. GIWW West is located west of the center of Houma and approximately 5 miles downstream from the intersection of the GIWW and the Houma Navigation Canal (HNC). GIWW East is located approximately 1.5 miles north of the intersection of the GIWW and Bayou Lafourche.
The physical features associated with the construction of the 225 ft sector gate structures are concrete sector gate monoliths, pile foundations with sheet pile installation, steel sector gates, interior braced cofferdams, needle girder systems and storage platforms, bullnose dolphins, concrete T-wall tie-ins, electrical controls and circuitry, and mechanical equipment. Construction will also include excavation, disposal of excavated material and debris, importing backfill, as well as site development features to provide access routes, staging areas, disposal areas, operations facilities, and public access for both construction and operation of the gates. Importance is also placed on minimizing impacts to current navigation traffic as well as maximizing predictability of any impacts.
The purpose of the event is to seek industry input regarding best practices and examples of past success on similar projects for the technical execution and acquisition strategy of the GIWW East and West Floodgates. The event will begin with the District’s presentation of the project overview and will be followed by specific short presentations on the current conceptual designs for each of the major project features.
At the conclusion of the presentations, the District will facilitate a more formal question and answer period. The District will document questions and answers and will consider them while preparing subsequent designs and eventually the final design and solicitation documentation.
In support of the Industry Day, conceptual engineering plans for the major project features will be posted for the purpose of receiving industry feedback to help strengthen and clarify the future Solicitation package. The draft documents are for information purposes only and shall NOT be construed as the formal Solicitation. Draft documents may be revised before the issuance of the Solicitation.
Questions will be received, answered, and documented during Industry Day presentations; these questions and Government answers will be posted to this Notice on SAM.gov following the event. No other questions will be received until the official Solicitation is posted to SAM.gov. Once the Solicitation is released a timeline for submission of questions will be established and responses will be provided in accordance with that timeline.
