To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States and navigable waters of the United States associated with the Lower Sabine Basin watershed (Hydrologic Unit Code [HUC] 12010005), West Fork Calcasieu Basin watershed (HUC 08080205), and Lower Calcasieu Basin watershed (HUC 08080206) (U.S. Geologic Survey [USGS], 2024). The larger named waterbodies crossed by the Project are the Gulf Intracoastal Waterway, Sabine-Calcasieu River Ship Channel, the Houston River, Bear Head Creek, Black Bayou. The Project also crosses several manipulated channels, such as Gray Canal, Gum Gully, Webb Gully, Quicksand Gully, Hampton Coulee, Bancroft Canal, and Sulphur Canal (USGS, 2024a). The northern terminus of the Header Pipelines is located north of state highway LA-12 approximately 4.5 miles northeast of Starks, Louisiana, at approximately 30.359462° latitude and 93.604673° longitude. The southern terminus of the Header Pipelines and Gas Storage Area are located approximately 15 miles west of Hackberry, Louisiana, near Bird Island at 30.021225° latitude and -93.617087° longitude.

DESCRIPTION OF WORK: The applicant requests authorization to develop the Black Bayou Gas Storage Project in Cameron and Calcasieu Parishes, to provide natural gas storage services, uninterruptible hub, and wheeling services for domestic gas production in the Gulf Coast region. The natural gas storage caverns will be supplied by two 27.1-mile, 24-inch-diameter, looped bi-directional natural gas pipelines (collectively, the Header Pipelines) that will interconnect with existing and planned third-party interstate natural gas transmission pipelines. Facilities associated with the Header Pipelines include (10) meter stations and (5) mainline valve sites.
