Update to Draft Report for Tangipahoa Parish, Louisiana Flood Risk Management Study

The U.S. Army Corps of Engineers (USACE) has released an update to the Tangipahoa Parish, Louisiana Flood Risk Management Study Draft Feasibility Report with Integrated Environmental Assessment and an unsigned Finding of No Significant Impact (FONSI) (#EA20200B3P1745395179), for a 30-day public review and comment period starting June 5, 2025.

USACE previously released a draft of this report on August 9, 2024, for a 45-day public, technical, legal, and policy review. Since that time, wet floodproofing has been added as a potential nonstructural flood risk management measure within the recommended plan. This second release of the draft main report aims to communicate the potential use of  wet floodproofing for certain structures, fully describe the associated environmental effects, and provide an opportunity for public and stakeholder comment on this update. 

Wet floodproofing is a nonstructural flood risk management measure, typically applied to non-residential structures, such as warehouses. It involves modifying or retrofitting a building to allow floodwaters to enter it in a controlled manner, thereby minimizing damage to the structure and its contents. This update to the plan is expected to affect less than 10 percent of the structures identified within the recommended plan.

The overall goal of the study is to identify and potentially recommend actions to manage flood risk to public safety and to reduce economic damages caused by flooding within Tangipahoa Parish through approximately the year 2083 (the 50-year period of analysis). Tangipahoa Parish is located in southeast Louisiana, has a population of approximately 129,000 people and covers 823 square miles. The draft report recommends a nonstructural plan involving the elevation or floodproofing of approximately 1,088 structures throughout the Parish. This voluntary program includes the elevation of approximately 1,006 residential structures and the dry/wet floodproofing of approximately 82 nonresidential structures.

The general public, interested parties, and stakeholders are invited to review and comment on the revisions included in this second public release of the draft report.  All comments received during the 30-day public review period will be considered and addressed accordingly in the final report.  The draft report is available online at USACE, New Orleans District website: https://www.mvn.usace.army.mil/About/Tangipahoa-Parish-Feasibility-Study/.
