Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 408 Public Notices

15-433, Riverland Diversified proposes to construct a new dock facility consisting of a barge dock, road, retaining wall, culverts and pipe racks along the right descending bank of the Mississippi River, near Edgard in St. John the Baptist Parish, Louisiana.

Riverland Diversified proposes to build the Greenscape Terminal Facility in St. John the Baptist Parish, Louisiana.  This re-refining facility would include a docking facility which consists of a pile supported dock topped with a 14-foot wide road that would run parallel to a pile supported pipe rack.  The pipe rack would cross the Mississippi River Levee on pile supports with concrete footings.  Prior to installation of the docking facility, new fill would be added to the Mississippi River Levee to bring the existing crown of the levee (El. 30’-6”+/-) to the original design grade of 31’-7 1/4”.  This levee raise would require the addition of fill down the floodside slope of the levee, but would not extend past the treeline of the batture.  The new concrete footings for both the pipe rack and the adjacent dock would not extend into the treeline of the batture, and the last concrete footing would be constructed just past the floodside toe of the levee.

 A 12-foot wide, 900-foot long construction road would be built between the levee crown and the existing treeline of the batture to access the construction site on the floodside of the Mississippi River Levee.  In order to construct and maintain the new docking facility, a 1.4 acre strip of vegetation, 114-foot wide would be cleared from the treeline near the levee to the existing revetment at the water’s edge of the river.  This area would be filled with approximately 1,500 cubic yards of gravel over geotextile fabric.  Within this area and extending into the river, 36 sets of two 18-inch steel piles would be driven approximately every 20 feet.  Past these piles, two sets of two 24-inch steel piles would be driven to complete the pile supports for the dock road and pipe rack.  At the terminal end of the dock, two sets of three 30-inch steel piles would be driven 24 feet apart to support the terminal platform.  Approximately 8 feet past the docking platform, 10 pile-founded fenders would be constructed using 48-inch steel monopiles.
