Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. PUBLIC NOTICE/FILE NUMBERS 16-440/16-314/16-439 PROJECT TITLE: LAKE PONTCHARTRAIN AND VICINITY (LPV) - LEVEE LIFTS PRIOR TO ARMORING - LPV 4.2a, LPV 4.2b, LPV 109, LPV 111

The Pontchartrain Levee District (PLO) and the Southeast Louisiana Flood Protection Authority- East Bank (SLFPA-E) each have, with the Coastal Protection and Restoration Authority Board of Louisiana (CPRAB) jointly requested permission from the United States Army Corps of Engineers (USACE) to construct alterations to portions of Lake Pontchartrain and Vicinity (LPV) Hurricane and Storm Damage Risk Reduction System (HSDRRS) St. Charles and Orleans Parish projects to increase the system's current level of hurricane and storm damage risk reduction . Based upon information provided by SLFPA-E and developed internally, the USACE, Mississippi Valley Division, New Orleans District (CEMVN) is ensuring compliance with applicable Federal laws, executive orders, regulations, policies and ordinances, and in that capacity is soliciting input regarding the requested alteration. The requester proposes to alter four reaches totaling approximately 6.5 miles of existing levee, which are part of the larger LPV HSDRRS. LPV 4.2a and 4.2b are located on existing levees adjacent to Bayou Trepagnier in St. Charles Parish, Louisiana (Figure 1 ). LPV 109 is located on an existing levee adjacent to Bayou Sauvage in Orleans Parish, Louisiana (Figure 2). LPV 111 is located on an existing levee adjacent to the Gulf lntracoastal Waterway, east of the Michoud Canal, in Orleans Parish, Louisiana (Figure 2).

PLO and CPRAB propose to raise the elevation of LPV 04.2a and 04.2b to 17 feet NAVD88 to the west of 1-310 and 16.5 feet NAVD88 to the east of 1-310 (Figure 3). The existing levee crown varies in elevation throughout the reach, having settled to a range of approximately 13.88 feet to 15.93 feet NAVD88. SLFPA-E and CPRAB propose to raise the elevation of LPV 109 to 19.5 feet NAVD88 to the north of Station 929+40 adjacent to Existing Drainage Structure No. 3 and 25.5 feet NAVD88 to the south of Station 1010+00 (Figure 4). The existing levee crown varies in elevation throughout the reach, having settled to a range of approximately 18.0 feet to 24.0 feet NAVD88. SLFPA-E and CPRAB propose to raise the elevation of LPV 111 to 29.0 feet NAVD88 (Figure 5). The existing levee crown varies in elevation throughout the reach, having settled to a range of approximately 28 feet to 28.5 feet NAVD88.

On all of these reaches, existing turf would be cleared and existing embankment foundation cavities and depressions would be broken down to flatten out the slope. The entire area of embankment to be raised would be broken to a depth of six inches in order to place and compact new embankment material. Approximately 130,300 cubic yards of fill material would be hauled to the site locations from off-site borrow sources and placed as embankment on the levee sections. Existing surfacing and any underlying fabric on existing ramps would be removed prior to placement of new fill material. Fabric will be disposed of in a permitted landfill; any crushed stone to be reused on raised ramps would be stored temporarily within the staging areas. Existing slope pavement would be removed and replaced on the new construction grade on LPV 04.2a and LPV 04.2b (Figure 6). All construction and staging areas would occur within already disturbed areas within the existing levee authority right-of-way, and all ingress and egress to this project location would occur on existing access roads.
