Waterloo Operations, LLC proposes to construct a dry bulk conveying system from the Mississippi River to their existing facility in Ascension Parish Louisiana.  Specifically, the project consists of the construction of a deepwater ship dock along with mechanical conveying systems that will move dry bulk product from a vessel to a landside facility for storage and resale.  The dimension of the proposed conveyor structure is approximately 1,330 feet long by 17 feet wide.  There are three mooring structures in the batture, and a total of seven dolphins in the River (three mooring dolphins and four breasting dolphins).  The conveyor system is supported by vertical "bent'' frames.
