Effective May 28, 2020 interested parties are hereby notified that a request for permission to alter U.S. Army Corps of Engineers (USACE) projects pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. Section 408) has been received and will be evaluated by the New Orleans District. Written comments, including any objections to the proposed alteration, stating reasons therefor, are being solicited from anyone having an interest in the requested alteration of USACE projects. This Public Notice solicits comments only on the proposed alteration of the eight federal projects and fourteen federal easements described below and depicted on the attached drawings. 15-849: Jefferson Parish Government, Boat Launch Ramp into Mississippi River, Gretna, Louisiana

The proposed project will involve the construction of a concrete boat launch ramp. The boat launch ramp will provide layered security to maritime facilities, Port of New Orleans, docks, wharfs, intake systems and other critical infrastructure on the Mississippi River and connected canals. The boat launch ramp will be used by local, state and Federal public safety agencies to prevent, deter, and respond to incidents on those navigable waterways. The boat launch is designed to accomplish strategic placement along the bank to provide quick boat access to the river, reducing the gap in security and response time. The boat launch ramp will be built on the west bank of the Mississippi River, at River Mile 97.1, in Gretna, Louisiana 70053 (Latitude: 29.918501, Longitude: -90.066562), across the river from the Port of New Orleans on the east bank. The majority of the site proposed for the boat launch is an open gravel lot in an area previously disturbed during construction of a ferry landing and amphitheater. The top of the boat launch ramp will connect to an existing drive thru/parking lot and will extend down the river bank into the Mississippi River. A debris barrier shall be provided to protect the boat launch during high river stages when the ramp is submerged. New fencing and security gate, bollards, floodlights, and security cameras will be provided to provide secure access to the boat launch.
