To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Wolverine Terminals Corporation, c/o Lanier & Associates, 4101 Magazine Street, New Orleans, Louisiana 70115. 

LOCATION OF WORK:  On the left descending bank of the Mississippi River at mile point 150.5, at 3338 Hwy 44, approximately 1.40 miles west from Paulina, Louisiana, in St James Parish, within the Lake Maurepas hydrologic unit (HUC 08070204), as shown on the attached drawings. 

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to excavate and place fill for a tank facility to be constructed on the protected side of the Mississippi River levee, in a non-jurisdictional area, then connected to an overhead pipeline which will cross the road, the levee, and the batture to then terminate at a dock facility which will be built in the Mississippi River for the transfer of crude oil from tank to barge.  The construction will also include a river levee road crossing, pipe truss supports on the slopes of the levee, a barge dock and fill impacts to approximately 0.29 acre of waters subject to Corps jurisdiction.

  A Preliminary analysis has determined that the proposed project would directly impact 0.07 acre of batture wetlands. 

  The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction in project design would not meet engineering construction standards at the project site.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
