ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States associated with wetlands west of the Calcasieu River. The project/review area is located on the 2 miles south of Interstate 10 at Latitude 30.187802 and Longitude 93.315011; in Sulphur, Calcasieu Parish, Louisiana.

EXISTING CONDITIONS: The Lake Charles Methanol (LCM) facility is developing their permitted site, and a haul road and laydown yards are needed to transport and facilitate machinery and construction equipment.

PROJECT PURPOSE:

Basic: Industrial development

Overall: Haul road and laydown yards for the Lake Charles Methanol II (LCM II) project.

DESCRIPTION OF WORK: The applicant requests authorization to construct a new haul road and laydown yards for the Lake Charles Methanol II project. The laydown yard will be accessed through Citgo property and LCM II property. The project site owned by Citgo; will be cleared, grubbed, and graded to desired elevations, minimum 10 feet above sea level. A geofabric will be installed on the cleared ground surface. Approximately 110,000 cubic yards of aggregate will be hauled to the site and compacted to a 12-inch-thick layer across the site. Above and/or underground drainage will be installed across the laydown yard. The type and size of the drainage (i.e. swales and/or culverts) will be determined at a later date. The proposed drainage will connect to existing site drainage located on the eastern property boundary. The project will result in the clearing and fill of approximately 46 acres of forested and scrub-shrub wetlands.
