How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

WATERWAY AND LOCATION: The project would affect waters of the United States associated with several unnamed tributaries of the Whisky Chitto Creek. The project/review area is located on and south/east of Methodist Camp Road, 5 miles north of the intersection of US Highway 190 and Methodist Camp Road in 26, 27, and 35 Section, 5 South Township, 6 West Range; at Latitude 30.582895 North and Longitude -92.959732West; in LeBlanc, Allen Parish, Louisiana.

EXISTING CONDITIONS: Bunchs Creek Mitigation Bank Addendum One (BCMBA1) historically exhibited bottomland hardwood and pine flatwood/savanna habitat with a pimple mound mosaic component. Historic aerials indicate that BCMBA1 was utilized for pasture and agriculture as far back as 1954. Currently 305.1 acres are used as grazing pasture, 4.7 acres are forested, 3.9 acres are access roads, and 2.3 acres are Waters of the United States. A preliminary jurisdictional determination issued on November 4, 2025 indicated that 289.6 acres of the proposed BCMBA1 mitigation site currently meet wetland criteria.

PROJECT PURPOSE:

Basic: Wetland Restoration

Overall: Pine Flatwood/Savanna and Bottomland Hardwood restoration within the Calcasieu Watershed

PROPOSED WORK: The applicant requests authorization to degrade approximately 2,044 linear feet of interior levees/access roads and 13,677 linear feet of perimeter levees, degrade 125,475 linear feet of field drainages, backfill a retention pond, remove drop pipes and culverts, and install low water crossings in order to restore hydrology on the BCMBA1. Additionally, the applicant proposes tree plantings to re-establish 0.6 acres of bottomland hardwood, rehabilitate 15.9 acres of bottomland hardwood, reestablish 20 acres of pine flatwood/savanna, rehabilitate 273.7 acres of pine flatwood/savanna, and restore 6.1 acres of long-leaf pine uplands.
