How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States and navigable waters of the United States associated with Pruden Creek. The project/review area is located within Pruden Creek, a portion of an unnamed creek, and the surrounding creek banks, approximately 1.9 miles from the intersection of Railroad Avenue and US-190 E at Latitude 30.514539 and Longitude -90.147422; in Covington, St. Tammany Parish, Louisiana.

EXISTING CONDITIONS: After-the-fact (ATF) and permit modification request to MVN-2023-01220-EG for cleaning a portion of the unnamed creek that was not previously permitted by using a tracked excavator and chip and spray machinery. The unauthorized activity impacted 2.21 acres of jurisdictional wetlands and 0.82 acres of other waters. This requested authorization should also include additional clearing along the bank of Pruden Creek which was not within the scope of the previous authorization in DA Permit MVN-2023-01220-EG.

PROJECT PURPOSE:

Basic: Drainage

Overall: To increase drainage potential and creek access to service St. Tammany Parish.

DESCRIPTION OF WORK: The applicant requests authorization to modify the previous permit, MVN-2023-01220-EG, to include the removal of debris from Pruden Creek by mechanical means utilizing a flail mower excavator and to include the work already completed on the southern portion of the site. The debris would be mulched and distributed along the top of the banks in a thin layer not to exceed 4 inches in overall thickness in wetland areas and will not block any natural drainage features and/ or tributaries. The work area would alternate access between the sides of the creek bank as necessary. Work is proposed to be conducted on one side of the creek as access allows. The 40' work area is the extent of the footprint on either side of the waterway. Timber matting would be used to minimize bank disturbance. Chipping and clearing activities may impact up to 13.83 acres of jurisdictional wetlands and impact approximately 3.42 acres of other waters; 2.21 acres of the aforementioned ATF impacts include unauthorized clearing of jurisdictional wetlands and 0.82 acres of the impacts to other waters has already occurred at the project site.
