How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States and navigable waters of the United States associated with multiple waterways within the vicinity of the westbank of the Mississippi River, including Bayou Goula, Bayou Tigre, Bayou Sigur/Rocky Canal, Bayou Lafourche, Bayou Napoleon, St. James Canal, Dredge Boat Canal, Bayou Becnel, Moll Canal, Bayou Fortier, St. Charles Canal, Rolete Canal, Providence Canal, Paradis Canal, Grand Bayou, Cousin Canal, Bayou Cypriere Longue, Bayou Bois Piquant, Bayou des Saules, Lake Salvador, Bayou Gaudin, Bayou Verret, and the Inner and Outer Cataouatche Canals, and multiple un-named drainage conveyances. The project/review area is located on the west bank of the Mississippi River south of Louisiana Highway 1 and Louisiana Highway 3089, and on the north and south sides of Louisiana Highway 3127 in Iberville, Ascension, Assumption, St. James, St. John the Baptist, St. Charles, and Jefferson Parishes, Louisiana.

PROJECT PURPOSE:
Basic: Electrical Transmission Line

Overall: To provide a power source to the electrical transmission system in southeast Louisiana, resulting in increased transmission grid reliability for current and future load serving capabilities of the service area and meet increasing electrical power demand.

DESCRIPTION OF WORK: The applicant requests authorization to construct a new 84-mile 500 kilovolt (kV) Transmission Line from the Commodore 500kV Substation located in Iberville Parish to the Churchill 500kV Substation located in Jefferson Parish, Louisiana, as part of Entergy’s Amite South Reliability Project Phase 1. Additionally, Entergy proposes to install a new 56-mile 230 kilovolt (kV) transmission line from the Commodore 500 kV Substation in Iberville Parish to the proposed expanded Waterford 230/500 kV Substation in St. Charles Parish,Louisiana. Construction of the electrical transmission line right-of-way would require conversion of approximately 1,016.44 acres of palustrine forested wetlands and 65.86 acres of palustrine scrub shrub to palustrine emergent wetlands. The habitat breakdown of the palustrine forested wetlands are as follows: 443.23 acres of bottomland hardwoods, 572.57 acres of cypress swamp. Approximately 0.42 acres of bottomland hardwoods, .22 acres of cypress swamp, 0.7 acres of scrub shrub, 14.79 acres of wet pasture, and 0.06 acres of fresh marsh, will be permanently converted to non-wetlands through deposition of approximately 2,400 cubic yards of earthen fill material, 30,600 cubic yards of river sand material, and 12,000 cubic yards of aggregate material. Additionally, proposed structures will impact 0.0114 acres of non-wetland waters of the United States. Additionally, the utilization of the laydown areas will temporarily impact approximately
0.25 acres of bottomland hardwoods, 0.65 acres of palustrine scrub shrub wetlands, and 14.77 acres of palustrine emergent wetlands. The temporary workspaces will impact approximately 11.98 acres of bottomland hardwood, 10.06 acres of cypress swamp, 1.5 acres of wet pasture, and 1.92 acers of fresh marsh.
