How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: The project would affect waters of the United States and navigable waters of the United States associated with the Calcasieu River and the Industrial Canal. The project/review area is located along Henry Pugh Road, at Latitude North: 30.105743 ° N and Longitude West: -9 3.298278 ° W, near the community of Lake Charles, Calcasieu Parish, Louisiana.

PROJECT PURPOSE:

Basic: Permit time extension request for an industrial development.

Overall: Permit time extension request to develop the Magnolia LNG facility.

PROPOSED WORK: The permittee requests a time extension of its existing valid authorization to develop the Magnolia LNG facility. Overall, project construction within the 115-acre site would include clearing, grading, filling, and excavating operations in order to construct and maintain the proposed LNG facility, roadways, support facilities and appurtenant structures. Approximately 832,000 cubic yards of sediment will be dredged from a 16.2 -acre area required for the recessed ship berthing on the south shore of the Industrial Canal. The dredged area footprint would be approximately 1,900 feet long by 350 feet wide and 44 feet in depth. A hydraulic cutterhead dredge will be used and the material transported via 2.5 miles of temporary dredge pipeline along the edge of the Calcasieu River to a 307 -acre beneficial use disposal site north of Calcasieu Lake. Approximately 204,200 cubic yards of upland soil would be excavated and relocated onsite, approximately 73,000 cubic yards of material from the berthing area, and approximately 131,200 cubic yards from the remainder of the site will be used to fill the project area. The dike would be approximately 9,279 feet in length and be constructed from excavated earthen fill material. The bulkhead length would be approximately 1,147 feet in length. The final total length of the completed bulkhead and area beyond the mooring bollards would be approximately 2,000 feet in length. Approximately 7.02 acres of jurisdictional wetlands and 313.4 acres of Section 10 and 404 waters would be impacted by project implementation. The permittee has proposed that beneficial use of their dredge material to create 84.0 acres of emergent wetlands, would offset their proposed project wetland impacts.
