LOCATION OF WORK: Located to the north of the existing International-Matex Tank Terminals (IMTT) and connects to the Mississippi River around Mile Point 119 at 11842 River Road, Saint Rose, Saint Charles Parish, Louisiana, (lat. 29.959211, long. - 90.332609), as shown within the attached drawings. (Hydrologic Unit Code 08090203; Lower Mississippi – Lake Pontchartrain).
CHARACTER OF WORK: To construct and maintain a Blue Ammonia Facility that proposes to produce, store, and ship ammonia for commercial use. The proposed ammonia facility would include the construction of access roads, two processing areas, two detention ponds, four storage tanks, a drainage servitude, and various common facilities needed for operations. A temporary barge mooring area and an access road
would be constructed that is proposed to extend from the shoreline of the Mississippi River to the proposed facility. Construction of the road would require filling the batture with material for the temporary grade/slope, a temporary bridge, permanent bridge, and
excavation and filling of wetlands near the proposed facility for construction access. Transportation of ammonia would require expansion and modification of the existing pipe rack that would extend from the proposed new ammonia facility, over the levee, and to existing docks on the Mississippi River. Modifications to the existing docks would include a pipe bridge, pipe rack, equipment platform, water intake platform, dock
extensions, walkways, dock supports, and dolphins. The entire project is expected to permanently impact approximately 220 acres of jurisdictional wetlands and waters of the United States.
