How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Gurkirpa, LLC, c/o Gulf South Research Corporation, Attn: Howard Nass, 8081 Innovation Park Drive, Baton Rouge, Louisiana 70820.

LOCATION OF WORK:  On U.S. Highway 61, approximately 2.5 miles east of the Mississippi River, and approximately 5.3 miles west of Zachary, Louisiana, near Port Hudson, Louisiana, in East Baton Rouge Parish, within the Mississippi River Basin in hydrologic unit (HUC 08070201), as shown on the attached drawings.

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and place fill for the construction of a 10-acre truck stop and hotel to include driveways and parking areas, a food service area, car wash, fuel island, two storm water detention ponds, and utilities.  Approximately 623 cubic yards of onsite material will be excavated and redeposited.  Additionally, approximately 3,227 cubic yards of hauled-in fill will be deposited and approximately 3,227 cubic yards of concrete will be deposited to create a construction foundation for the project.  The proposed project is situated on an approximately 95-acre tract that has been determined to contain approximately 9.7 acres of non-wetlands and approximately 86 acres of forested  wetlands.  It is anticipated that the proposed action would have little or no impact on remaining adjacent wetlands. A Preliminary analysis has determined that the proposed project would directly impact approximately 4 acres of forested wetlands. The applicant claims that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
