How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Equistar Chemicals, LP, 202 North Castlegory Road, Houston, Texas, 77049.

LOCATION:  Project located at approximately Latitude 30.19161, Longitude -93.315528, located 4.7 miles southeast of Sulphur, within Calcasieu Parish, Louisiana.  The Project is located within the Calcasieu Watershed, Hydrologic Unit 08080206.

DESCRIPTION:   The applicant proposes construction of a rail Storage in Transit (SIT) yard located on property owned by the applicant in Calcasieu Parish.  The proposed project would also entail construction of a detention pond, used to temporarily hold water during precipitation events.  Stormwater catch basins and drains would be installed within the project site in order to convey water to either, the detention pond or a proposed surface ditch.  The proposal would permanently impact 18.31 acres of forested wetlands, 5.74 acres of scrub shrub wetlands, and 0.32 acres of emergent wetlands.  The proposed construction would be located on a 44 acre undeveloped tract of land adjacent to the Equistar Lake Charles Polymers Plant, also owned by the applicant.  The proposed SIT yard would allow the applicant to hold railcars for product storage onsite until the railcars are ready for transit/shipping.  The current regional railcar storage space shortage affects the ability to store railcars, which could result in loss of operational flexibility, which in turn, would impede and potentially shut down operations at the Equistar Lake Charles Polymers Plant.  The applicant proposes to acquire in-kind credits from an approved mitigation bank to offset any unavoidable losses to wetland functions caused by project implementation, should a DA permit be issued.
