How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  South Louisiana Fill Materials, LLC, c/o Leonard McCauley of Pangaea Conservation & Compliance, LLC, Post Office Box 40345, Baton Rouge, LA 70832.  

LOCATION OF WORK:  On the Mississippi River, left descending bank at river mile 172.5, west of Darrow, Louisiana, in Ascension Parish, within the Mississippi River Basin in hydrologic unit (HUC 08070100), as shown on the attached drawings (Latitude 30.116920 N, Longitude -90.950711 W).     

CHARACTER OF WORK:  The entire project location has historically been an active sand mining operation area and was previously authorized as two separate sites. The northern portion was authorized as MVN-2008-00302-CU on March 6, 2009 to the current applicant and extended for time on September 14, 2015. The southern portion was authorized as MVN-2013-01904-CL on April 21, 2014 to B&K Equipment Services, Inc. and transferred to the current applicant on August 10, 2017. The two sites have been merged into an approx. 135-acre mining operation facility under management of South Louisiana Fill Materials, LLC.  The applicant now requests Department of the Army authorization to continue use of the newly adjoined sand mining facility and to modify the site to include adjustments to the locations of stockpile areas and borrow pits, the removal of some of the existing levees, the installation of a new culvert and drainage ditch, an increase to the height of a portion of an existing road, and the installation of a barge loading area onsite as shown in the attached drawings. In order to accomplish this project, approx. 52,378 cubic yards will be excavated or mined on-site and placed to accomplish the site modifications. A total of approx. 101,000 cubic yards of material will be excavated from the on-site borrow pits and/or hydraulically dredged from a maximum of approx. 42.8 acres of traditionally navigable waters, per month as part of the continued sand mining operations.           

The applicant proposes to avoid additional direct impacts and minimize secondary impacts by remaining within the footprint of the existing mining operation facility, avoiding all wetlands and utilizing best management practices during the construction phase of the project and the project.
