Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:   Paige & Wesley Bland and Thomas & Tina Armstrong, at 344 Highway 3161, Suite B, in Cut Off, Louisiana 70345.


LOCATION OF WORK: Project site is located within Bayou Rigaud and along Tropical Landing Lane, Lots 3 through 11, in Grand Isle, Louisiana, in Jefferson Parish, as shown on the attached drawings.

The work described below was partially completed prior to obtaining a Department of Army permit and was in violation of Section 301 of the Clean Water Act. All legal issues concerning the unauthorized work have been deferred.


CHARACTER OF WORK:  Install and maintain a 5’ x 16’ deck and piles, a 50’ x 30’ elevated camp with concrete pad and 42’ x 16’ driveway on Lots 7 and 8 and a 58’ x 30’ elevated camp with concrete pad and 36’ x 16’ driveway on Lot 3, a 42’ x 32’ concrete pad with camper cover and 42’ x 16’ driveway on Lots 4 through 6 and 9 through 11, and 15” culverts, waterline and sewer utilities to service the camps and camper cover areas. Work previously completed include: excavation for a drainage ditch located behind Lots 4 through 6 and excavation of another drainage ditch and culvert fronting Lots 7 through 13. Proposed project will directly impact approximately 0.46 acre of jurisdictional wetlands. The applicant has proposed to contract with an approved mitigation bank in order to offset the adverse impact to jurisdictional wetlands.



     The applicant may be required to fully or partially restore the project site to pre-project conditions, if issuance of a permit is determined to be contrary to the overall public interest.
