Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Parkway Village Investors, LLC c/o, Spooner & Associates. Attn: Scott Spooner, Post Office Box 12685, Lake Charles, Louisiana, 70612.

LOCATION:  Project located at Latitude 30.29819, Longitude -93.22177, in the community of Moss Bluff, in Calcasieu Parish, Louisiana.

 DESCRIPTION:   Department of the Army (DA) permit, MVN-2014-02710-WMM, was originally issued to Investors Group of Louisiana, LLC, on October 26, 2015, and subsequently transferred to Parkway Village Investors, LLC on May 23, 2017.  The original DA permit was issued to clear, grub, and place approximately 18,000 cubic yards (cy) of native earthen material, approximately 12,000 cy of hauled-in structural fill, and approximately 7,000 cubic yards of concrete, all to facilitate construction of a shopping center development on a 15 acre tract of land.  The original permit review inadvertently assessed mitigation based upon the Corps’ Jurisdictional Determination, which determined total wetlands onsite to be 2.2 acres (ac).  The total proposed project impacts at the time of DA permit issuance was 1.8 ac.  The applicant originally provided compensatory mitigation for the entire 2.2 ac of onsite jurisdictional wetlands and requests that the DA permit be modified to allow construction of the entire 2.2 ac of onsite wetlands to include the construction of a residential subdivision.  The proposed residential subdivision would include the clearing, grubbing, and grading of approximately 5 acres, for a single and multi-family family residential development adjacent to the applicant’s commercial business park.  The applicant has not proposed any additional mitigation for project related impacts, as they feel all wetlands at the site were previously compensated under the original DA authorization.
