How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  City of Monroe, c/o Louisiana Department of Transportation and Development, P.O. Box 94245, Baton Rouge, Louisiana 70804. 

LOCATION OF WORK:  The project is located between the existing Kansas Lane at US Highway 80 (Desiard Street) and Forsythe Avenue, in Sections 21, 28, 37, 38, 39, 40, 41 and 42 of Township 18 North, Range 14 East, in Ouachita Parish, Monroe, Louisiana, as shown on the enclosed drawings (Latitude 32° 32’ 08” N, Longitude 92° 03’ 45” W). This project is located in the Ouachita River watershed basin within the Lower Quachita USGS Catalog Unit 08040207.

 

CHARACTER OF WORK:  The applicant has requested a time extension to the Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct a new 2.6 mile four lane roadway.  The proposed project would impact approximately 16.7 acres of jurisdictional wetlands and 0.9 acre of “other waters of the US”.  Approximately 16,233 cubic yards of earthen fill and aggregate material would be hauled in and deposited in jurisdictional wetlands to achieve required grade elevation.  Although project construction has not commenced, the applicant has completed a compensatory mitigation plan that included restoration of 51 acres of forested wetlands on a Louisiana Department of Wildlife and Fisheries Wildlife Management Area
