How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Plains All American Pipeline, LP, c/o Schneider Engineering, 323 23rd Street, Galveston, Texas 77550

LOCATION OF WORK: In and adjacent to the Mississippi River, right descending bank, Mile 157.8, Section 90, T12S-R16E, in St. James, Louisiana, in St. James Parish, within the Mississippi River Basin in hydrologic unit (HUC 08070100), as shown on the attached drawings (Latitude 30.000440 N, Longitude -90.836131 W).

CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, grade, and deposit fill and/or aggregate material to expand an existing ship/barge dock and facility to include additional barge mooring dolphins, a roadway, a parking area, a boat ramp and laydown areas with appurtenances. The proposed work is a modification to existing work in and adjacent to the Mississippi River.  Approximately 10,858 cubic yards of aggregate material would be hauled in and deposited to achieve required grade elevation requirements.  A Preliminary analysis has determined that the proposed project would directly impact 3.13 acres of wetlands.  It is presumed that the applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property and, therefore function deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate inkind wetland credits from a Corps approved mitigation bank located in the watershed.
