How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Key Real Estate Company, c/o Joshua Brown of Headwaters, Inc., PO Box 2836, Ridgeland, MS 39158

LOCATION OF WORK:  North of Dawson Creek, Sections 42 and 52, T7S-R1E, at 7250 Perkins Road in Baton Rouge, Louisiana, East Baton Rouge Parish, within the Pontchartrain Basin in hydrologic unit (HUC 08070202), as shown on the attached drawings (Latitude 30.392612 N, Longitude -91.116982 W).

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to expand and maintain a residential subdivision (Mansions in the Park Phase II) to include multi-unit buildings, parking lots, utilities and drainage infrastructure.  Approximately 30,000 cubic yards of earthen material would be excavated and redistributed to achieve required foundation grade elevation requirements. The proposed project is situated on an approximately 11.62-acre tract that has been determined to contain forested and emergent wetlands and waters of the U.S.  Of this, approx. 6.32 acres of wetlands and approx. 1,750.51 linear feet of waters of the U.S. would be directly impacted by the development.

The applicant has designed the project to minimize permanent impacts to the project site by avoiding approx. 0.14 acre of wetlands and approx. 491.91 linear feet of waters of the U.S.  Any further reduction would limit usage of the property and, therefore function deeming the project impracticable. As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in the watershed.
