Corps seeks public comments on Reach F, Hurricane and Storm Damage Risk Reduction Project Morganza to the Gulf, Terrebonne Parish, Louisiana Supplemental Environmental Assessment

The U.S. Army Corps of Engineers is requesting public comments for mitigation and construction of Reach F as part of the Morganza to the Gulf levee system in Terrebonne Parish, Louisiana.

A draft Supplemental Environmental Assessment (DSEA #602) titled “Reach F, Hurricane and Storm Damage Risk Reduction Project Morganza to the Gulf, Terrebonne Parish, Louisiana” draft appendices and draft FONSI, prepared by the U.S. Army Corps of Engineers, New Orleans District, is available for public review and comment for 30 days from Feb. 27, 2026, to March 30, 2026. The document provides an assessment of potential impacts associated with implementing the proposed action.

The purpose of the proposed action is to reduce the risk of damage caused by hurricane storm surges. The draft SEA #602 evaluates proposed design changes to the authorized MTG Project.

These proposed design changes include consideration of existing local levee alignments and minimizing impacts to sensitive habitats while meeting the one percent Annual Exceedance Probability (AEP) Storm Surge Risk Reduction (100-year level of risk reduction). These proposed design changes also include alteration of levee design and heights.

The proposed action involves construction of an approximately 4-mile earthen levee on top of an existing earthen levee in Terrebonne Parish, Louisiana. The proposed action also addresses obtaining borrow, habitat mitigation, and has a more in depth induced flooding analysis than was available in the 2013 Post Authorization Change Report/Revised Programmatic Environmental Impact Statement.

This draft SEA #602 supplements the 2013 Final Post Authorization Change Report/Revised Programmatic Environmental Impact Statement approved in the Chief’s Report signed on July 8, 2013.

All comments received by the end of this 30-day public comment period will be considered in finalizing this SEA #602. Public comments received, and responses, will be included in the final SEA #602. Comments should be mailed to the attention of:
