Commander's Message

After several decades of studies and controversy, construction is now underway on the IHNC (or Industrial Canal) Lock Replacement Project. The lock, opened for marine traffic in 1921, connects two of the busiest waterways in America - the Mississippi River and the Gulf Intracoastal Waterway.

Replacement of the existing obsolete structure is essential for the economic development of the nation, the state of Louisiana and the Port of New Orleans. By providing a safer, more efficient connection in the waterway system, average annual benefits in transportation cost savings is estimated at $110 million.

Besides the benefits to the navigation industry, this project will have numerous other positive effects. According to Dr. Timothy Ryan of the University of New Orleans, an average of 950 jobs annually may be created as a result of construction of this project. The local economic impacts of project construction have been estimated to include an additional $1.4 billion in secondary spending in the metropolitan New Orleans area, and another $23 million in local and state tax revenues generated during this period. In addition, the city will get new, more reliable bridges at St. Claude and Claiborne Avenues.

We are committed to building this important project while minimizing disruption to the adjoining communities. In partnership with the Community-Based Mitigation Committee (CBMC), we will ensure timely implementation of the Community Impact Mitigation Plan, a unique feature of this project. We believe that by working together with the CBMC and other community leaders, we can build the new lock while also seizing the opportunity for revitalization of the surrounding neighborhoods.
