Agriculture Street Landfill Superfund Site

Site Information

Street Landfill (ASL) Superfund Site is approximately ninety-five acres and is located in the eastern section of the city of New Orleans, Louisiana. Operations at the ASL began in approximately 1909 and continued until the landfill was closedin the late 1950's. During the 1970's through the late 1980's, approximately forty-seven acres of the site were developed into a residential area. The remaining forty-eight acres are currently undeveloped and covered with dense vegetation. Investigations at the ASL site have indicated the presence of hazardous substances, pollutants, or contaminants at concentrations above background and or regulatory levels. Subsequent to conducting a site Investigation (1986) and an expanded Site Inspection (1993), the ASL sitewas proposed for inclusion on the National Priorities List (NPL). On December 16,1994, the ASL site was placed on the NPL.

New Orleans District Involvement

  1. Secure property access agreements prior toperforming any site work.
  2. Provide for pest and rodent controls to preventinfestation of other areas of the site prior to construction
  3. Clear brushand vegetation from site whileretaining all viable trees in place.
  4. Demolish the former recycling building
  5. Develop a storm water management and erosionplan.
  6. Excavate two feet of soil from each propertyanddispose of contaminated soil at an appropriate off site facility
  7. Place a geotextile permeable mat barrier onthe excavated site and cover with a minimum of two feet of clean soil that has been tested. Grade and compact property for proper drainage and to minimize subsidence.
  8. Establish lawns and landscaping comparableto pre-construction.
  9. Remove fence from site after development of healthy vegetative cover. Anticipated contract Amount
