dnr.louisiana.gov/crm/ciap/ciap.asp The Coastal Impact Assistance Program (CIAP) was authorized by Section 384 of the Energy Policy Act of 2005, to assist coastal oil producing states and their political subdivisions (parishes, counties, and boroughs) in mitigating the impacts from Outer Continental Shelf (OCS) oil and gas production. Louisiana is one of the seven coastal states selected to receive funds under this appropriation to implement this program. See plans for the funding at this site.
Prior to current planning for coastal restoration and hurricane protection, two major coastal restoration studies were completed under Congressional authority. These earlier plans formed the foundation for current efforts.
Coast 2050 was a strategic plan for coastal Louisiana sponsored by the Louisiana State Wetlands Conservation and Restoration Authority and the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA) Task Force. It was adopted in 1999 with broad support from coastal parishes, the State of Louisiana and five federal agencies.
- The original goal of the Louisiana Coastal Area study was to develop a comprehensive plan for implementing the regional ecosystem restoration strategies identified in the Coast 2050 report. However, because of direction received from policy makers in Washington, D.C., a near-term plan that defines the first 10 years of the LCA program was developed.
