The project was authorized by Flood Control Act of 1965, House Document 184, 89th Congress, Public Law 89-298.
PROJECT:
The project area is located in the coastal section of Louisiana. Specifically, the project is located along Bayou Lafourche and includes lands on both banks of the bayou from Larose to south Golden Meadow. Provides for protection against flood waters by hurricanes with a loop levee approximately 40 miles in length along both banks of Bayou Lafourche from Golden Meadow to Larose, enlargement of three (3) miles of existing levee at Golden Meadow, floodgates for hurricane protection in Bayou Lafourche at upper and lower bayou crossings, approximately eight (8) miles of low interior levees to regulate intercepted drainage, and eight (8) multibarreled culverts uncontrolled by flap gates.
LOCAL COOPERATION:
The Lafourche Parish Police Jury executed assurances on 14 June 1967. However, since that time, the South Lafourche Levee District (formerly the South Louisiana Tidal Water Control Levee District) was created and supersedes the Lafourche Parish Police Jury as the local cooperating agency for this project. The levee district furnish an Act of Assurance covering all requirements of local cooperation on 11 December 1972, which was accepted on behalf of the United States on 29 August 1973.
PROGRESS:
The General Design memorandum (GDM) was approved by OCE in March 1973. The Larose Floodgate Detail Design Memorandum (DDM) was approved in October 1977. The Golden Meadow Floodgate DDM was approved 19 January 1978. The GDM supplement covering levee aligrment at Clovelly Farms and LL&E was submitted to LMV in March 1982, re- submitted on 10 April 1984, and approved subject to resolution of comments by first endorsement dated 4 Jun 1984.
The Final Environmental Impact Statement (EIS) was filed with the council on Enviroranental Quality on 13 May 1974. A draft supplement RIS covering the revised levee alignment, previously unidentified wetland Protection Agency (EPA) on 29 June 1984, and the final supplement was filed with the EPA on 20 February 1985. A final mitigation report addressing wetland impacts was approved on 2 January 1987. A Finding of No Significant Impact (FONS) was signed 8 March 1991 for the D-North Realignment.
The project is approximately 83% complete, and the estimated completion date is November 2002. The first lift construction was completed in 1995, and the second lift construction is scheduled for completion in 2000.
COST:
The total project cost is estimated to be $114,000. The benefit to cost ratio is 1.9 to 1 at 3-1/4 percent for 10 years.
