Special Needs Action Panel
SNAP was established at the New
Orleans District in September 1992 to provide affirmative employment
support for persons with disabilities. DA 690-12, Chapter 5 establishes
requirements for a Handicapped Individuals Program to provide reasonable
accommodation and ensure equal opportunity in hiring, advancement,
training, and treatment of individuals with disabilities, and to strive
for the achievement of a civilian workforce in which individuals with
disabilities are represented in every major organizational element,
occupational category, and grade group. SNAP functions under the direction
of the Equal Employment Opportunity Office.
The purpose of the Special
Needs Action Panel is to assist and advise the Manager of SNAP and the EEO
Office on the employment concerns of individuals with disabilities. SNAP
members serve as organizational liaisons to provide information about the
concerns and needs in their respective organizations. National Disability
Employment Awareness Month is observed during October each year. The
Special Needs Action Panel celebrates this national observance with
activities focused on increasing awareness of issues relevant to the
employment of persons with disabilities. The SNAP consists of New Orleans District
employees with and without a disability. Membership is voluntary and is
renewed each year with the approval of the Commander.
Goals of the Special Needs Action Panel:
- To promote the
hiring of persons with disabilities.
- To encourage
advancement opportunities for employees with disabilities.
- To assist the
District in making reasonable
accommodations.
- To provide
education and training concerning people with disabilities.
- To assess
workforce representation of employees with disabilities.
- To serve as a
resource to management and employees on disability-related issues.
