Cargill proposes to modify an existing ship dock by constructing a 4-pile breasting dolphin.  The proposed action is located along the right descending bank of the Mississippi River (west bank) near river mile 103 in Westwego in Jefferson Parish, Louisiana.  The breasting dolphin will provide protection for the ship dock from breasting ships.  The dolphin will be located in an area where allisions between ships and the existing dock have occurred and will serve to reduce damage to both ships and dock.  The work will be done from a barge-mounted crane and will pose no hazard to navigation in the Mississippi River.
