Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

LOCATION OF WORK: In Calcasieu Parish, North 30.1242, West -93.3077, located off of the Industrial Canal, in Lake Charles, Louisiana, as shown on the attached vicinity map. (Hydrologic Unit Code 08080206, Calcasieu River Basin)

 

CHARACTER OF WORKClear, grade, fill and/or excavate and develop a tract, totaling approximately 200 acres, in order to construct the proposed Gas to Gasoline facility, roadways, support facilities and appurtenant structures. The purpose of the proposed development is to use natural gas to produce methanol, which will ultimately be converted to gasoline.  Various byproducts, including liquefied petroleum gas, fuel gas purge gas, and wastewater, are expected and will be utilized for plant processes when feasible or commercially viable, all to support manufacturing processes and meet current market demands.  Approximately 95.97 acres of jurisdictional wetlands and 8.31 acres of Section 10 & 404 waters would be impacted by project implementation. Fill operations will include the deposition of approximately 366,813 cubic yards of hauled-in material, 252,269 cubic yards of top soil will be stripped off across the northern portion of the site and stockpiled for later use, 258,553 cubic yards of material will be cut from the southern portion of the site, of which, 252,066 cubic yards of on-site material will be used to raise the area. The dock facilities along the Industrial Canal will involve dredging 600,000 cubic yards of material and 13,000 cubic yards of fill material.  The applicant has proposed to mitigate any unavoidable wetlands impacts with an approved permittee responsible mitigation plan.
