Public Notices Overview

ALL projects are sorted by issuance date. The public notices and drawings are in PDF formatted files. You must have Adobe Acrobat Reader installed on your PC to view the files. If you don't have it, you may download it free from www.adobe.com.

Viewing Notices. To view a Public Notice and its associated Drawings file (if any), click on the "Public Notice" or "Public Notice and Drawings" link and any additional links included in the attachments section. How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Carmouche Construction Company, c/o Natural Resource Professionals, LLC, 4664 Jamestown Ave, Suite 420, Baton Rouge, Louisiana 70808.

LOCATION OF WORK: In the Lake Pontchartrain Basin, within the Amite River hydrologic unit (HUC 08070202); Section 59, Township 7 & 8 south, Range 1 east; south of Interstate 10, between Bluebonnet Boulevard and Seigen Lane, in Baton Rouge, Louisiana, in East Baton Rouge Parish, as shown in the attached drawings.

CHARACTER OF WORK: The applicant received a permit for a mixed commercial/residential development on the 123.9 –acre site described above. The authorized design included three bridge crossings: one at Ward Creek and two at Dawson Creek. After beginning construction, the applicant has deemed the bridge crossings at Dawson Creek cost prohibitive. The applicant is requesting authorization to re-route Dawson Creek to the edge of the property to allow for construction of the development. The re-route of Dawson Creek would expand the project footprint to 136 acres. Approximately 0.35 acre of wetlands will be impacted by the proposed re-route. Impacts to these wetlands were mitigated for by the purchase of credits from an approved mitigation bank, as required by the original permit.
