How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

EXPANSION OF EXISTING AGGREGATE MINING OPERATIONS NEAR DARLINGTON, LOUISIANA IN SAINT HELENA PARISH

NAME OF APPLICANT: Bishop Endeavors, LLC, c/o Matrix New World Engineering, Attn: Lee Womack, 2798 O’Neal Lane, Building F, Baton Rouge, Louisiana 70816.

LOCATION OF WORK: On an approximate 352.93-acre tract, located along at approximate address of 274 Otis and Willie Matthews Road, in Section 39, Township 2 South, Range 4 East, along and east of the left descending bank of the Amite River, near Darlington, Louisiana, located in Saint Helena Parish, as shown on the enclosed drawings (Latitude 30.86089 N Longitude -90.84925 W). This project is located in the Pontchartrain Basin (Amite River HUC 08070202).

CHARACTER OF WORK: The applicant is requesting a Department of the Army permit modification to expand a previously authorized sand and gravel mining operations. The applicant is proposing to clear, grade, excavate and place material for the commercial aggregate mining of approximately 213.35 acres (Chandler Tract) located immediately adjacent and north of the existing and previously authorized aggregate mining operations. The previous permit authorization for the existing mine was issued on August 25, 2014. The proposed expansion consists of the excavation of approximately 49.16 acres of jurisdictional Section 10 waters and the filling of approximately 3.51 acres of jurisdictional Section 10 waters. Also, the proposed project would impact approximately 1.41 acres of Section 404 Other Waters of the U.S. from excavation activities. Approximately 0.22 acre of Section 10/404 jurisdictional wetlands and 1.86 acres of Section 404 wetlands are proposed to be permanently impacted as a result of project implementation. Approximately 1,693,676 cubic yards of native material would be excavated in jurisdictional areas and 6,043 cubic yards of material would be placed as fill in jurisdictional areas. Approximately 38.31 acres of jurisdictional Section 10 waters, 24.59 acres of Section 404 jurisdictional wetlands, 9.44 acres of Section 10/404 jurisdictional wetlands, and 0.02 acre of Section 404 waters would be avoided and not directly impacted by the proposed mining expansion operation. All material proposed to be mined from the Chandler Tract would be hauled to the existing mining operations site for washing and stockpiling of material. The proposed project expansion is required to ensure future minable reserves for supply to the existing Redi-Mix Operations. The applicant has claimed that the project has been designed to avoid and minimize direct and secondary adverse wetland impacts to the maximum extent practicable. The applicant is proposing to utilize best management practices during and after the construction phase of the project. The applicant has stated that all impacts to jurisdictional wetlands would be mitigated through the purchase of mitigation bank credits at a Corps approved mitigation bank.
