How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  BASF Corporation, c/o Providence Engineering and Environmental Group LLC, Attn: Tim Kimmel, 1201 Main Street, Baton Rouge, Louisiana 70802.

 LOCATION OF WORK:  Approximately 1.0 mile west of the Mississippi River at the BASF facility in Geismar, Louisiana, in Ascension Parish, within the Lake Pontchartrain Basin in hydrologic unit (HUC 08070204), as shown on the attached drawings. 

 CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, grade, excavate, and place fill for the construction of an industrial laydown yard for the storage of material used in plant maintenance and construction. Approximately 10,168 cubic yards native material will be excavated and hauled off site to an upland and approximately 44,059 cubic yards of calcium sulphate and lime stone base will be placed as fill to complete the project.  The proposed project is situated on a 23-acre parcel within the facility and approximately 12.6 acres of the parcel will be used for the project.  Approximately 3.58 acres of the project site are jurisdictional forested wetlands and approximately 1.8 acres of the site are jurisdictional herbaceous wetlands.  All 5.38 acres of wetlands would be used in construction of the laydown yard.  It is anticipated that the proposed action would have no impact on adjacent wetlands.

       A preliminary analysis has determined that the proposed project would directly impact approximately 5.38 acres of forested and herbaceous wetlands.

      The applicant stated that the proposed project has been designed to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit usage of the property deeming the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
