How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT: Interstate Explorations, LLC, c/o C.H. Fenstermaker & Associates, L.L.C., Attn: Chad Soileau, 5005 Riverway Dr., Suite 300, Houston, Texas 77056 

LOCATION OF WORK:  Near Bayou Sorrel, Section 25, 98, 99, and 100, T10S-R10E, approximately 1.8 miles southwest of Bayou Sorrel, Louisiana, in Iberville Parish, within the Atchafalaya Basin in hydrologic unit (HUC 08080101), as shown on the attached drawings.   

CHARACTER OF WORK:  The applicant has requested Department of the Army authorization to clear, excavate, directionally bore, jet, and deposit fill for the installation of two production barges, a meter platform, rock pad, two 4” flowlines, and four 3” flowlines to produce the Five Star No.1 Well.  Approximately 254 cubic yards of native material, will be excavated and re-deposited and approximately 2,853 cubic yards of rock will be deposited to complete the project.    

   

A preliminary analysis has determined that the proposed project would temporarily impact approximately 0.22 acre of herbaceous emergent wetlands, permanently convert 0.13 acre of forested wetlands to herbaceous emergent wetlands and temporarily impacts approximately 0.15 acre of “other waters of the US”. 

The applicant stated that they have designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.  Any further reduction would limit safe installation of the infrastructure for this project and, therefore deem the project impracticable.  As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
