How to send comments. Comments can be mailed to the address appearing in the Public Notice or emailed to the Project Manager identified on the Public Notice. Comments made in reference to a Public Notice should include your name, address, and phone number as well as the permit application number identified on the Public Notice. 

Individuals or parties may request an extension of time in which to comment on the proposed work by writing to the project manager or clicking on the project manager’s name on the public notice grid on the web page.  Any request must be specific and substantively supportive of the requested extension, and received by this office prior to the end of the initial comment period.  The Branch Chief will review the request and the requestor will be promptly notified of the decision to grant or deny the request.  If granted, the time extension will be continuous to the initial comment period and, inclusive of the initial comment period, will not exceed a total of 30 calendar days.

NAME OF APPLICANT:  Dreamscape Developers, L.L.C., c/o Miller Engineers & Associates, Inc., Post Office Box 223, Franklin, Louisiana  70538

LOCATION OF WORK:  Between Fairway Drive and the Lower Atchafalaya River in community of Berwick, Louisiana, in St. Mary Parish, Hydrologic Unit Code 08080101,  as shown on the attached drawings. 

CHARACTER OF WORK:  Permit re-issuance/time extension to excavate and deposit fill, and  construct a 41 acre lake with two 52 feet wide connecting channels to the Lower Atchafalaya River, as a part of a residential subdivision development.  Approximately 1,533,000 cubic yards of native material will be removed for lake construction and hauled off site, except for 60,000 cubic yards which is to be deposited in combination with 45,000 cubic yards of concrete for construction of access roads, house foundations, and a recreational area.  Also, wharves, bulkheads, boat slips, a boat launch, utilities, and drainage features would be installed to develop the 174 lot Riverbend Residential Subdivision.  The proposed action would be constructed on approximately 200 acres of former agricultural land, of which approximately 20.00 acres of jurisdictional bottomland hardwood wetlands would be directly impacted.  The 21 acres of jurisdictional wetlands were originally mitigated and credits acquired from the Bayou Teche Wetlands Mitigation Bank for the impacts to bottomland hardwoods.   The original permit expired on June 30, 2014.  Approximately 10 percent of the project has been completed.
