Permanent Canal Closure and Pumps (PCCP)

NEW ORLEANS – The U.S. Army Corps of Engineers, New Orleans District, and its contractor will extend the temporary closure of the southbound lane on Bellaire Drive between Hay and Stafford Streets to safely accommodate installation of utilities for the administrative offices. The closure of the southbound lane began on Monday, September 30 at 7:00 am and will reopen to traffic on Friday, Oct. 4. at 7:00 p.m. Traffic in both directions will be permitted in the northbound lane.

Throughout construction, public safety is the Corps’ number one priority. Residents and commuters are urged to use caution near all active construction sites and to pay attention to construction signage.

The facility on Bellaire Drive will be used for the administrative offices to support the 17th Street, Orleans Avenue and London Avenue PCCP. When installation of the facility is complete in October, the increase in traffic will be from cars and pickup trucks only to and from the offices. The offices will be in place for the duration of the construction period, which will end in 2017. Following the project, the area will be returned to its preconstruction condition.

The PCCP at 17th Street, Orleans Avenue and London Avenue will provide a permanent and more sustainable measure for reducing the risk of a 100-year level storm surge entering the outfall canals. The Interim Closure Structures (ICS) will continue to provide 100-year levels of storm surge risk reduction until the permanent pumps are constructed and operational.
