Supply Contract Process
Process Description and Schedule Requirements for Borrow Supply Contract
The Government is currently preparing a solicitation to secure earthen clay material through a supply contractor that would deliver material to the construction site and/or stockpile area for placement by the construction contractor. The Government recently completed a Sources Sought to identify the capability of Industry to provide the needed material and delivery. The process is expected to require 8 months to complete.
The next steps in the process are:
Issue Draft Solicitation
Industry and potential suppliers will have an opportunity to provide input to this process by reviewing and responding to a draft of the solicitation. The Government anticipates that the draft will be available for comment for 21 days.
Hold Pre-Solicitation Conference
A one day conference will be held in New Orleans held during the draft Solicitation review period. During the conference the Government will present the Government's concepts of what the future project needs involved in the project are and the specific requirements of the solicitation. Industry and Potential Suppliers will have the opportunity to pose questions to the Government prior to and during this conference.
Advertise Solicitation
The Solicitation will then be advertised on FedBizOpps for 90 days to allow bidders to prepare and submit packages. During this time, bidders will need to perform geotechnical and environmental investigations to show that the material meets the specifications in the Solicitation. The document will be posted to the website www.fbo.gov.
Evaluation of Proposals
The Government will evaluate the submitted proposals and perform an environmental assessment of impact from these potential pits. This process requires a minimum of 120 days.
Award of Contract
Following completion of the Evaluation and the completion of an Individual Environmental Report, and a decision by the New Orleans District Commander on the proposed Federal action, the contract would be awarded.
